[conda] Errors installing metapackage

I'm hoping someone could help me understand what's going on when I try to
install a meta-package. The goal here is to be able to install the
meta-package with all dependencies behind a fire-walled network that has no
external internet (only internal).

We have a number of in-house built packages, but the majority of the
packages come from the Anaconda defaults (and one copied from conda-forge,
mesalib). Some of the in-house built packages are using the CDT packages,
OpenGL, and X11. I've verified the environment works correctly using the
custom packages, so I'm beyond all the typical build/run issues that come
with using the graphics environment (i.e. it works). I've copied all the
needed Anaconda default packages into our local server, and re-indexed the
location. Conda and Conda-build are up to date too.

When I try to create a new environment with the meta-package installed and
the defaults channel deactivated, I get the following:

$ conda create --name=test-dds-run dds-run
Solving environment: failed

UnsatisfiableError: The following specifications were found to be in
conflict:
- dds-run
Use "conda info <package>" to see the dependencies for each package.

Then, I re-enable the defaults channel in .condarc and re-run the command:

conda create --name=test-dds-run dds-run

So it appears the dependencies do solve out correctly (and the env works),
but notice a number of packages are retrieved from the defaults channel.
I've double checked to make sure I have exactly the same packages in our
local server, for example:

Unfortunately, I can't install the software on a fire-walled machine until
