[conda] conda hangs on "The following packages will be SUPERSEDED by a higher-priority channel:"

Hello -
Many times when I try to upgrade or install a package, I get the message
"The following packages will be SUPERSEDED by a higher-priority channel:"
followed by one or more packages in a list. The following is an example:

The following packages will be SUPERSEDED by a higher-priority channel:

bzip2: 1.0.6-vc9_2 --> 1.0.6-vc9_1
conda-forge [vc9]

I have let this sit overnight trying to get the upgrade to complete, but
nothing happens.

I would greatly appreciate some guidance on this. I have tried to gather
information online, but have not found any successful solutions.
